Position: Indian Hill – Re-Opening the Crossing and Road

My position:  Develop a practical engineering plan for re-opening the Indiana Hill railroad crossing that will be approved by INDOT. Identify funding strategies and a plan of action for re-opening.

This project is very straightforward.  INDOT agreed to re-open on Sep  29, 2023, and identified the needed criteria. Within 30 days, I would have had an overall concept and plan of action with milestones (POAM) on what was needed to be done, when, and by whom. This would have been shared with the public who would be kept updated on the status. On funding, I would have started to identify the possible sources of funds along with the stakeholders that are supportive of the re-opening. Sources at INDOT have informed me that no plan was submitted by the county and this is still true as of May 14, 2024.

An exception to policy (a long shot) could be that the county’s decision to close the crossing is vacated because of the improprieties in the closing process. The possibility may be that the crossing could be re-opened immediately without any major changes.

Background:

Sep 29, 2023. INDOT Response to the petition to re-open.  INDOT returned the crossing to the county and approved re-opening based on several (14) conditions.
